Most cities in Italy (at least the ones I've been to) have fairly ancient plumbing, which can sometimes smell a bit. It's not quite a ***** smell like someone just took a dump in front of you, but a smell that you'll recognize as a sanitation processes.
The real annoyances in Italy are transit strikes, organized crime (in the south) and Romany thieves in the tourist areas. Compared to that, the occasional whiff of toilet tank is nothing. About 21 meters of water will rise up from the ocean (just do the calculations, it's pretty easy and simple (the icecaps cover 3% of the world's surface area and are 3 km deep or so, and the density of ice and water are similar)). So Venice will actually have to act, and soon. It's going to have to raise several meters, or perhaps just become uninhabitated, or people will live only on the upper floors, and there will be a ghost city underwater. Either way, Venice is going to have to change, and quickly... these floods will get worse.

yet, in the last 30 years the average sea level rise has been ~5cm
at that rate it would take hundreds of years to reach 21 m

The Arctic melting, yes, has only done about 6-8 cm, but that's because all the ice in the arctic makes up a small fraction of the ice on this planet.

When I went there, I came close to taking a dip in the canals a couple of times, especially at night (and drunk. I was a tourist after all). I can't imagine going around that town and not seeing the floor.
